On Closing US Horse Slaughter Plants

My friend [livejournal.com profile] blue_lucy is studying to become a veterinarian. She made a post today about horse slaughtering, and how, as far as she's seen, closing the US horse slaughter plants have actually made both living and slaughter conditions worse for horses here, as older horses get ignored or abandoned instead of slaughtered, or shipped to Mexico to be slaughtered where the humanitarian laws of the US do not apply.

Unfortunately, it's a rampant issue.

"We're against [foo] so let's ban it!" -> [foo] goes underground, or to a less regulated area, and becomes *worse*.

Banning an action rarely ends up with the intended consequences, and is usually just a poorly thought out NIMBY response. Once it's invisible to the people who originally didn't like it... they stop caring about it happening.
