I am currently studying up on how to apply for US Dept of Education and Dept of Health grants. I'm learning a whole new set of Acronyms. It's like doing work for the DOD again.

The priorities on the Arts Assistance Education (AAE) Grants bug me. They contradict each other, it feels like.

Priority 1: New grantees that have not received OESE (Office of Elementary and Secondary Education) funds before.

Priority 2: National-level organizations.

I just don't understand why they wouldn't make two different funding vehicles instead of having clearly conflicting priorities. I'm looking for a grant for an LEA. I mean, a School District. why should it be competing with a huge multistate non-profit?

Weird.
